Responsibilities: The Rehabilitation Specialist is responsible for technical support in the rehabilitation of homes participating in the County’s housing programs, preparing work write-ups, preliminary cost estimates, specifications, and bid documents, inspecting overall work progress and final and follow-up inspections; receiving bids and negotiating contracts; preparing change orders and amendments between homeowners and bidders; completing relevant work to resolve complaints; preparing progress reports and requests for payment on cases; certifying compliance to contracts, local state, and federal codes; ensuring required warranties and permits are provided by contractor; and performance of other duties as assigned.

Additional Responsibilities: This position is responsible for the management and oversight of projects enrolled in the County’s Whole Home Repair and Home Improvement Programs. This position is also responsible for completing building and unit inspections of properties currently funded under the County’s HOME Investment Partnership Program to ensure compliance with contract agreements.  The rehabilitation specialist may also provide project management for new construction and rehabilitation projects funded under the County’s HOME Investment Partnership Program.

The Rehabilitation Specialist reports to the Chief of the Housing Division.

Qualifications: Minimum of three years’ experience in residential housing construction or rehabilitation, including experience in cost estimating, specification writing and related technical background, and familiarity with housing maintenance and building codes. Must be able to communicate and establish effective work relationships with property owners, contractors, cooperating authorities, and co-workers. Experience in government funded housing services is desirable.  Must have a valid PA vehicle operator’s license and good driving record.
