Job Summary

The Executive Director of Real Estate & Facilities (EDREF) provides and supports executive leadership for District‐wide strategic planning, coordination and management of Construction Services, Facilities Planning, Operational Infrastructure, Operations, System Infrastructure, and Facilities Administration to create safe and appropriate learning, teaching, and working environments for students, faculty and staff. The EDREF reports directly to the Chief Operating Officer.

Primary Duties and Responsibilities

Essential Performance Requirements*
  • Provides staff assistance to the Chief Operating Officer; confers with and advises professional staff regarding areas of responsibility and district-wide issues
  • Provides recommendations to the Chief Operating Officer in the development of future programs and processes to enhance the efficiency of Real Estate and Facilities operations
  • Supports the development and implementation of the 3 Goals and 8 Principles of the District as they affect and are affected by facility design
  • Designs and implements models for planning, budgeting, evaluation, and policy development for the Real Estate and Facilities area and its programs
  • Promotes and develops programs for collaboration, professional development, and career advancement within the Real Estate and Facilities team
  • Develops plans and participates in the implementation of divisional goals and objectives. Initiates and recommends actions to accomplish these objectives. Actively participates in the strategic planning and goal setting activities pertaining to the assigned areas of responsibility
  • Develops and evaluates policy in the areas related to facilities management and improvement, particularly related to innovative and forward-thinking design and materials standards
  • Leads the development and continues evaluation of the District's Five-Year Capital Improvement Plan (CIP) for bond-funded and cash-funded capital projects, incorporating campus master-planning efforts, programming needs, and fiscal constraints
  • Provides leadership and guidance for implementation of the CIP
  • Leads the implementation of the annual Capital Improvement Program consistent with the first year of the CIP, engaging the Directors of Construction Services, Facilities Planning, Operational Infrastructure, Operations, Engineering
  • Makes recommendations to the Chief Operating Officer regarding the budget for the CIP at the College level
  • Coordinates directly with Owner's Representative engaged for the delivery of bond projects and monitors program/project management of all other capital projects across the District
  • Monitors and evaluates external professional services resources engaged to support delivery of the CIP
  • Monitors progress of the CIP including fostering engagement with the Minority‐Women-owned Business Enterprise (MWBE) program
  • Prepares correspondence, reports, and presentations on all aspects of the department and CIP in collaboration with the Owner's Representative as appropriate
  • Monitors all construction projects across the District including coordination with and supervision of program and project management teams as appropriate
  • Monitors and approves Real Estate and Facilities expenditures as necessary
  • Develops effective relationships with peer departments that are critical to the CIP, such as Information Technology
  • Develops information resources relating to Real Estate and Facilities services to communicate to various audiences about the adopted CIP, standards, and processes related to RE&F services
  • Provides non‐supervisory, coordinative leadership for responding to campus and other facility needs, including the maintenance of standards, working closely with personnel reporting to campus presidents
  • Analyzes problems, trouble-shoots and identifies alternative solutions, defines consequences of proposed actions and implements in support of accomplishing desired results
  • Confers and collaborates with Cabinet members and other administrators to identify and develop expected outcomes for facilities to effectively support all instructional programs and courses
  • Assures compliance with relevant services and program reports in the Real Estate and Facilities responsibilities as required by local, state, or federal agencies
  • Participates in recommending revisions to policy and procedures
  • Supports all accreditation efforts of the District
General Supervision and Management
  • Supervises the Directors of Facilities Project Management, Facilities Planning and Development, Institutional and Strategic Planning, Facilities Engineering, Operations, and Facilities Administration
  • Provides leadership and guidance to facility development and management personnel to ensure excellent, timely, and friendly service to all TCCD students and employees
Service Excellence
  • Participates on behalf of the College in external community organizations and associations as assigned to support the essential performance requirements
  • Attends the workplace regularly, reports to work punctually, and follows a work schedule to keep up with the demands of the worksite
  • Completes all required training and professional development sessions sponsored through Tarrant County College (TCC)
  • Supports the mission, values, goals, and principles of the College
Supervision

Works under the general supervision of the Chief Financial Officer

Required Minimum Qualifications
  • Bachelor's degree from a regionally accredited college or university in Business, Architecture, Engineering, or a related field
  • Ten (10) years of progressively responsible experience in the construction industry and/or in facilities management
  • Strong record in the development of innovative solutions in facility planning, design, or construction
  • Strong record in managing financial aspects of a large capital program
Preferred Qualifications
  • Master's degree from a regionally accredited college or university in Business, Architecture, Engineering, or a related field
  • Licensure as architect or engineer in a specialty related to building design and construction
  • Facilities management experience in an educational organization
Knowledge, Skills and Abilities
