Overview
This position is directly responsible for the overall leadership, coordination, and evaluation of the Capacity Planning & Customer Solutions functions. Will provide leadership and direction to the personnel responsible for the capacity planning function, while responsible for leading, coordinating, and/or performing the analysis, planning, design, construction, alterations and/or operations/maintenance support of company facilities. Manager must ensure consistent application of company policy, tariff provisions, and NAESB guidelines.
This position will be responsible for preparing monthly and annual compliance reports. Must plan and conduct work requiring independent evaluation and exercises substantial latitude for unreviewed decisions. Applies specialized knowledge and experience in the effective completion of major projects and/or work assignments. Shall lead, coordinate, and/or perform a diverse range of complex assignments requiring the use of experience, innovation and judgment and/or leads teams in projects or work assignments of major scope or unusual complexity. May cross into new fields of technical specialty or leadership. Will demonstrate technical expertise and leadership in specific field. Lead, coordinate, and/or assist in preparation of testimony and exhibits for presentation to regulatory bodies and courts and represents Company at regulatory and legal proceedings. Serves as a leader in the development and implementation of technical standards and verifies that work products conform to applicable Industry, State and Federal codes and regulations.
In addition to Capacity Planning, this position is responsible for the overall leadership, management and execution of strategies for the Gas Measurement and Customer Solutions departments. These functions include, but are not limited to, the accurate and timely measurement of system volumes, system gas quality management, system loss and regulatory reporting. Attention to detail is key as the candidate will be required to work with existing customers on complex agreements and facility enhancements to meet their natural gas needs.
A great level of independent thinking and action must be maintained for the department when working with other departments while at the same time maintaining a high level of cooperation and understanding of needs from others within the Company. This includes partnering with Customer Services, Business Development, Rates, Field Measurement Services, and Commercial Compliance.
The position is expected to partner with multiple internal departments as well as working with external customers to balance requests and needs. While meeting policies and procedures on a daily basis, the incumbent must also portray a level of creativity and ingenuity to further excel the department and the Company in its competitive environment in which it exists. This position must effectively communicate the Company Vision, Mission, Goals, and Strategies to departmental personnel in additional to partnering with other departments to assist them in meeting their goals.
Responsibilities
Primary responsibilities include but are not limited to:
Analysis
- Coordinate research and analysis of data such as customer design proposals, specifications and manuals to determine feasibility of design and/or application
- Take responsibility for meeting challenging tasks using experience, innovation, technology, judgment and decision making
- Translate Company Guiding Principles, Vision, Mission and Strategies into business & operating goals and daily business practices and relationships
- Maintain data sources to analyze energy demand, supply and competitive forces that impact short and long-term revenue and throughput
- Review capacity analysis studies, and direct development and maintenance of the system computational flow model
- Responsible for monitoring capacity requests at points, segments, and on mainline and for curtailing over-nominated or over-produced locations in accordance with the tariff.
Compliance:
- Ensures work products conform to applicable codes, standards, specifications, and requirements of internal/external business partners
- Coordinate preparation of monthly and annual compliance (DOE and FERC) compliance filings
- Coordinate preparation of exhibits for regulatory and legal proceedings
Communication and Collaboration:
- Communicates with project teams to outline work plan and assign responsibilities and scope of authority
- Communicate, consult with internal and external business partners on regular basis to determine needs and satisfaction; to determine current status and priorities; and to obtain technical advice
- Identifies, develops and recommends improvements to engineering processes and company policies and practices
- Develops, refines and implements value added recommendations throughout the business unit
- Establish peer relationships to optimize activities with others throughout the Company
- Continually improve the organization by championing innovation and implementing new technology
- Coordinate with gas control on the preparation of available capacity postings on the EBB
- Post required notices to the EBB
- Participate in the identification and development of new services
- Participate in the development and implementation of both short- and long-term strategic plans
- Participate in the development and implementation of industry standards
- Participate in the formulation of and adherence to the annual budget
- Attend customer meetings and events, as necessary
- Responsible for the development of training materials for both internal and external customers
- Conduct presentations and training both in a formal setting and via telephone
Qualifications
Minimum
- Bachelor's Degree preferred or equivalent amount of related experience.
- Proven leadership, interpersonal and team building skills.
- Gas industry or equivalent experience and/or a technically related field
- Advanced skills in project coordination, management, and leadership
- Performance management skills
- Experience effectively communicating data and concepts in a manner understandable to a wide range of individuals from diverse backgrounds
- Valid Driver's license and insurability
- Experience working successfully with individuals throughout the organization
- Exhibit excellent verbal and written communications skills
- Intermediate skill level in Microsoft Office
Preferred
- Bachelor's degree in Engineering (ABET–Accredited Engineering Program)
- Experience reading, understanding project drawings, specifications, plans, studies, estimates, hydraulic models and/or design
- Successful experience as project lead
- Experience developing and managing capital and capacity models
- Knowledge of natural gas transmission regulations (49CFR 192, OSHA, etc.)
- Background in compression, pipeline, and/or measurement engineering Understanding of the gas industry, knowledge of the Company's physical pipeline, and knowledge of the Company's tariff and services contained within
- Advanced experience with Microsoft Office, SharePoint, Access, Power BI, PI Vision
Other requirements:
- Ability to work overtime with or without notice
- Ability to work in both an open office environment as well as outside in varied weather conditions
- Ability to work positively and effectively prioritize in a high-stress, demanding environment
- Travel up to 0-25% average, automobile, and plane
