Ideal Candidate Statement
The ideal candidate for this position will have:

  • Experience in clerical, administrative and/or dispatching.
  • Experience in emergency dispatching, law enforcement, and/or emergency related services.

  • The ability to communicate effectively with others who may be agitated, have an altered state of consciousness, injured, hysterical or angry, and from a variety of backgrounds.

  • Ability to minimally meet all Public Safety Dispatcher Selection Requirements as prescribed by the California Commission on Peace Officer Standards and Training (CA POST), POST Administrative Manual sections 1956­1960.
  • Ability to successfully pass the CA POST Public Safety Dispatcher Basic Training within 12 months of employment.

Entry Level Applicants must submit one of the following:
Verification of successful completion of the P.O.S.T Dispatcher Academy dated within two (2) years of application,
OR
Verification of successful completion of the P.O.S.T. Entry-level Dispatch Selection Test Battery examination (Education and Experience section). This certification may be obtained through the South Bay Regional Public Safety Training Consortium. You may contact them at 408­270­6458 or at www.TheAcademy.ca.gov to schedule a date and time to take the exam. You may also submit “T­Score” documentation from another California Public Agency. The certification of the examination must be dated within 12 months of the closing date of this job announcement.

Lateral Applicants must submit documentation of one of the following:
Possession of a valid State of California Peace Officer Standards and Training (P.O.S.T.) Dispatcher Basic Certificate;
OR
Currently working as a public safety dispatcher, and can show proof of successful completion of the agency specific dispatcher training program.

Position Description
Under the direction of the Chief of Campus Police Services, receive and transmit routine and emergency radio messages and telephone calls from personnel and the public; process and respond to requests from field personnel for information; dispatch police, fire and medical personnel as appropriate; maintain related records and logs; provide general clerical support.



Essential Duties:
  1. Performing specialized and complex clerical duties involving independent judgment and action within an assigned office, requiring understanding of the functions and purpose of Campus Police Services (CPS).
  2. Receive calls from District personnel and the public; prioritize requests for CPS.
  3. Receive and send calls and radio messages to and from CPS personnel; route calls and dispatch CPS personnel to campus locations; coordinate flow of communications between organizational services to assure appropriate and timely response to local needs and emergencies.
  4. Utilize an assigned computer system to input data and extract information related to incidents and reports, including but not limited to: tickets, appeals, and hearing information; establish and maintain automated records as directed.
  5. Maintain various logs concerning daily activities, services dispatched, and related information, inclusive of researching, compiling, preparing, and maintaining statistics relating to the Jeanne Clery Act.
  6. Respond to inquiries and provide general information to the public regarding security services and procedures.
  7. Issue and distribute keys and keycards and parking permits to staff;
  8. Communicate with District employees, local police, fire, animal control and medical emergency services to exchange information, coordinate activities, resolve issues or concerns and provide assistance and information as needed.
  9. Demonstrate sensitivity to and respect for the diverse academic, socioeconomic, cultural, disability and ethnic backgrounds of the College's students, faculty, staff and community.
  10. Effectively engage and support historically disproportionately impacted groups by addressing issues of equity and improving culturally responsive service-oriented practices;
  11. Monitor inventory levels of office supplies; order, receive, and maintain inventory of office supplies and equipment as needed.
Knowledge Of:
  • Telecommunications equipment used in emergency and law enforcement communications including but not limited to, two-way radios, and computer-aided telephone equipment.
  • General functions and organizational structure of a college.
  • General equipment used in law enforcement activities.
  • General office and clerical activities.
  • Human relations skills to exercise patience when dealing with others, interview callers for detailed information, and project a positive image of CPS and the District.
  • Record-keeping techniques and practices.
  • Correct English usage, including but not limited to: grammar, spelling; punctuation, and vocabulary.
Skills To:
  • Carry out assigned duties with minimal supervision.
  • Prepare clear and concise descriptions of work activity.
  • Communicate effectively, both orally and in writing.
  • Establish and maintain effective working relations with students, staff, outside agencies, and the public, especially under stressful and urgent conditions.

Ability To:
  • Receive and transmit routine and emergency radio messages and telephone calls from District personnel, outside agencies, and the public.
  • Dispatch police, fire, and medical personnel according to established guidelines and procedures.
  • Accurately create and maintain a variety of records and logs.
  • Learn policies, procedures, and objectives of assigned programs and activity including fire, medical organizations, radio procedures and dispatch guidelines.
  • Learn local geography, street locations, important buildings and landmarks on Distict property and adjacent areas.
  • Assure, as appropriate, confidentiality of information received and records.
  • Work patiently with individuals who exhibit signs of emotional stress or other mental impairment or illness.
  • Complete work in a work environment which may include many interruptions.




Minimum Qualifications
Any combination equivalent to: graduation from high school and sufficient training and experience to demonstrate the knowledge and abilities listed above;
AND
Must have evidence of responsiveness to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, as these factors relate to the need for equity-minded practices.

Other Requirements
Completion of the Public Safety Dispatchers' Basic Course within nine months of employment and continuing professional training every two years;
AND
The ability to complete the California Law Enforcement Telecommunications System (CLETS) training.

This position has a 12-month probation period.

Physical Characteristics
This position requires physical abilities needed to work in a standard office setting, including but not limited to: standing and/or sitting for prolonged periods; occasional stooping, bending, kneeling, and twisting; occasional lifting, carrying, pushing and/or pulling light and moderate amounts of weight; operating office equipment which may require repeated fine motor skills (e.g.: keyboard use); and the ability to communicate in written and verbal forms. The position requires vision and hearing in normal ranges (with or without correction) sufficient to operate any assigned equipment and the ability to clearly communicate with others in written and verbal forms.

Environmental Elements
Work will primarily be in an indoor office environment which may include noises associated with law enforcement/public safety work. Work various shifts as assigned including evenings, weekends, and holidays.
