WAGE/HOUR STATUS: Contracted Service
REPORTS TO: Franklin County School Board and Superintendent
COMPENSATION: Hourly Rate Negotiable

Primary Purpose
Provide legal services to the Franklin County School Board, superintendent, and designated staff, including representation and research. Assist the School Board and superintendent in the legal performance of their duties. Coordinate all legal services required by the district.
Qualifications
Minimum Education: Doctor of Jurisprudence degree from an accredited university licensed to practice law in the State of Virginia
Special Knowledge/Skills: Knowledge of local, state, and federal laws, regulations relating to public education Specific knowledge related to human resources/school personnel law in education and special education. Demonstrated legal research and litigation skills. Ability to interpret law, policy, and procedures. Exceptional organizational, communication, public relations, and interpersonal skills
Minimum Experience
Minimum of three to five years of experience in public or private law practice dealing with legal issues in public school law or comparable experience with local, state, and federal government
Major Responsibilities and Duties
? Advise the Board, superintendent, and staff on legal issues, including personnel and student issues.
? Prepare and conduct litigation and represent the district in administrative and judicial proceedings.
? Draft, review, and revise legal documents.
? Attend board meetings, other administrative meetings, and court appearances to provide legal counsel.
? Provide assistance and advice regarding district records, including requests under the Virginia Freedom of Information Act.
? Assist with compliance with Virginia law concerning open and closed meetings.
? Advise and assist with compliance with competitive procurement and purchasing contract requirements.
? Assist in the formulation and execution of policies and regulations and review materials for publication in handbooks.
? Coordinate responses to investigations by the Virginia Department of Education, U.S. Department of Education, Office of Civil Rights, and other administrative or regulatory agencies as needed
? Monitor and interpret the impact of proposed or enacted legislation as needed.
? Conduct professional development and training, including preparing training materials for staff and board members.
? Comply with policies established by federal and state law, Virginia Board of Education rules, and local school board policy
? Coordinate with school social workers and the court system regarding truancy court cases
? Consult with legal counsel specializing in educational law, when needed.
? Other legal services as needed
